The Climate Crisis Commission vision is to lead, actions to promote and consolidate convergence between the nature and climate change agenda, by working in implementing the solutions proposed by science with a main focus in addressing vulnerable nature and social communities, and by engaging national and regional IUCN offices as well as the other six Commissions. To realize this vision, we must connect with existing efforts and synergies and build new ones, bringing a whole of society approach and leveraging IUCN’s convening power. With almost 40 years on working on environmental law and policy; as a former Minster of the Environment of Peru (2011-2016), former Climate COP20 President and one of the early champions of non-state actor engagement in the UNFCCC, I want to ensure we have strong relationships that align and build a consultative, collaborative approach, strongly focused on implementing the kind of action, based in science, that will help us with the level of transformation needed to simultaneously address climate change and biodiversity loss.. We have been working intensively on the full operationalization of the Climate Crisis Commission, and we have made it possible despite the budgetary constraints we have faced since its inception. We are now entering a new phase, in which the enabling conditions are in place to enhance both visibility and impact—at a time when the climate debate is increasingly under threat due to geopolitical factors. Drawing on my domestic and international expertise and background, I am confident in my qualifications to lead this process.

Experience in fields of concern to IUCN:

Over the nearly four decades working in environmental law and policy, including my position as Minister of the Environment of Peru (2011 to 2016) and as President of the Twentieth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP20) in 2014 I have developed strong expertise in a wide range of topics on the international, regional, and domestic agendas. In this sense, the experience I have gained over recent decades, along with the level of internationally recognized leadership I have achieved within the multilateral process, aligns fully with the goals that IUCN is currently shaping for its 2026–2029 program, particularly those focused on transformational change and on strengthening the climate–nature nexus to drive such change. It is precisely this climate–nature nexus that I have been working on in recent years—not only by reinforcing the role that Nature-based Solutions can play but also by exploring new pathways to enhance the effectiveness of actions adopted at both the international and domestic levels by public and private actors. One such pathway lies in promoting synergies in the planning process through better coordination between NDCs (Nationally Determined Contributions) and NBSAPs (National Biodiversity Strategies and Action Plans). Regarding the 20-year strategic vision, my experience aligns with many of the themes identified within the eight transformational areas. While my professional expertise in climate change is my core strength, it also extends to interrelated issues such as finance, sustainable cities, and food systems. My ability to convene and foster partnerships likewise aligns with the catalytic roles IUCN has identified. Among these, policy and advocacy are areas in which I am widely recognized for my strengths. Additionally, I bring solid experience in capacity building and effective team collaboration.
