Rocio Andrea BARRERO RAMÍREZ

An economist and specialist in social project evaluation, he has 15 years of experience in planning and managing protected areas within the National Park System. He is a member of the Implementation Group for Colombia's Green List of Protected and Conserved Areas and the Focal Point for Coordination of the Network Parks Management Effectiveness Working Group.

She has guided the formulation, updating, analysis and implementation of management effectiveness methodologies in public protected areas, as well as their statistical processing. Since 2017, she has led the ‘Network Parks Management Effectiveness Working Group’, where she is responsible for ‘facilitating dialogue between countries and ensuring the fulfilment of the specific objectives of the group's work plan’. This is directly relevant to the harmonisation and design of regional indicators.

She is the author and co-author of key publications such as ‘Evaluating the effectiveness of protected area management in Latin America and the Caribbean’, "Analysis of the effectiveness of protected area management with social participation – AEMAPPS. Conceptual Framework‘ (2024 and 2018) and ’Guide for Management Planning in Sinap Colombia Protected Areas."

She has supported the design and conceptualisation of tracking and monitoring systems for programmes such as ‘Herencia Colombia,’ including the ‘construction and definition of impact and outcome indicators.’

Within the framework of the Green List Programme for Protected and Conserved Areas, he has participated in the conceptualisation of the Standard in its components, criteria and indicators, as well as in its implementation, for which he has achieved the inclusion of eight (8) sites by Colombia.

He has been a speaker at international events on ‘Evaluating the effectiveness of protected area management in Colombia’ and a lecturer on ‘marine protected areas’ and the ‘Green List’.
