Particular qualifications:
I consider that I have the credentials to assume the position of Councillors once again. I have known IUCN since the 1970s. I praise myself of knowing its form of operation, its statutes and regulations and even, if I may, "the guts" of the organization. I have played 14 different roles within it, from membership and commissions, never within the secretariat (although I have been lucky enough to represent the IUCN as a whole on several occasions). I am a biologist with postgraduate studies and specialty both in Mexico and abroad, with almost 50 years of experience in scientific research, and I have worked in non-governmental, business and philanthropic organizations, some of which I have constituted and directed. I am fluent in all three official languages of IUCN. I work equally with all sectors of society, with the private sector (entrepreneurs) and the social sector (rural communities and indigenous peoples), legislators, academia, national and foreign non-governmental organizations. I've done it and continue doing it in several countries, not just in my region. I have been part of the WCPA and the SSC and CEESP. I constituted the Mexican Committee and participated in the constitution of all the Central American and Mesoamerican Committees, I know and am known in the region. I am committed to continuing to drive the changes necessary for IUCN to maintain its global environmental leadership.
Experience in fields of concern to IUCN:
I have been part of WCPA, even a member of the steering group for North America (with Dr. Bruce Amos). I have been part of the SSC and some specialist groups for several decades, I was part of its Steering Committee (with Dr. George Rabb), I am part of the SULi (Sustainable Use and Livelihoods) Specialists Group of the CEESP and SSC commissions. I have been actively involved in bringing about significant changes in IUCN in favour of the membership of our region (the change from ORCA to ORMA with Sir Martin Holdgate). I worked on formulating statutory changes for the recognition of committees within the IUCN organizational structure. I negotiated and coordinated the preparation of the RED BOOK, which, at the time, was IUCN's best-selling book. Some of the changes that our Union has experienced through remote voting were initiatives I worked on within the Council or in one of the working groups that were constituted in it.
